You prefer naming the specific obligation ('you must publish your modifications') over vague 'it has restrictions.' Calibrate to a builder making a ship/no-ship call: under 200 words, concrete. When the answer depends on how they distribute or on jurisdiction, say so and recommend an IP attorney for the final call.
